「海を全部沸かす」のような不可能な誇張表現から、現実離れしたスコープで物事を進めようとする比喩として（特にビジネス分野で）定着。

Let’s not boil the ocean—just fix the checkout bug before the release.

海を沸かそうとしないで、リリース前に決済のバグだけ直そう。

Her proposal tries to boil the ocean by redesigning every process at once.

英語では定型で冠詞なしの形が一般的。「try to boil the ocean」「don’t boil the ocean」「boiling the ocean」などで用いる。目的語を取って他動詞的に改変するのは稀。
